Spin replaced Larry in late 1991 after the Department of Transportation revoked Tyco's license to use their characters. Due to the rush, Tyco decided to re-use the old package art and just turn Larry purple. In the transition, Tyco forgot to write "Spin" on the nametag on his card and mugshot. Also, instead of taking new photos of all the vehicles and playsets, they left Larry in the images and simply removed his name from his nametags. Because of this, the 1991 purple Spin figure never appears on any vehicle or playset packaging.
